Idea 1 / Not adopted

Could East Mesa offer a different place to build?

This is a suggested direction, offered freely. Federal land remains federal land unless a lawful conveyance occurs. A County resolution could suggest exploring a federal-to-county transfer; it cannot itself transfer or zone that land.

The idea

The aim is to spread out future building and examine land that does not carry agricultural water entitlement. The idea would ask the federal government to consider conveying suitable East Mesa land to the County for a potential technology area. If the federal government seeks technology capacity, this is an idea to examine together, not a claim that a transfer is already available.

What must be proved first

  • Identify the precise parcels, federal land manager, current uses, and existing rights.
  • Verify conveyance authority, federal review, tribal consultation, and any conservation or military constraints before naming a route.
  • Verify water rights and supply parcel by parcel. “No agricultural water entitlement” is a siting criterion to test, not a blanket finding about East Mesa.
  • After any conveyance, County planning and environmental review would still be required.

No operative resolution is supplied yet. The conveyance mechanism and site facts need documentary review before anyone prints a legal WHEREAS or RESOLVED clause.
